Nomenclature:

Qing: the colour signifying origination Ling: mind
The heart is an official monarch with the functions of resuscitation and housing the mind. Qingling is the source of the Qi of the meridian.

Point: HT-2
Chinese Name : 青靈
English Name/Meaning : Green Spirit
Pinyin: qīng líng
Han Geul 한글 : cheong nyeong 청령
Romaji : sei rei(?)
Vietnamese : Thanh linh

Location:

3 cun proximal to the medial end of the transverse cubital crease, on the line connecting HT1 and HT3, on the medial border of the biceps brachii muscle.

Functions and indications of Qingling:

Clears channel and invigorates collaterals.So, is beneficial for pain in the cardiac and hypochondriac region, shoulder and arm

Method:

Oblique distal or proximal insertion, 0.5 to 1 cun, avoiding the brachial artery.

Precautions:

Many early classics only discuss moxibustion in relation to this point, implying that needling was contraindicated, perhaps because of the danger of damaging the brachial artery, while the Introduction to Medicine specifically contraindicates needling at this point.
